Successful fellows can enrol in a PhD programme at one of eight participating universities in Hong Kong. Applicants must first submit an initial online application to obtain a reference number, then apply directly to their chosen universities before the university‑specific deadlines.

Submit the Initial HKPFS Application online through the HKPFS Electronic System between 1 September 2026 and 1 December 2026 12:00 noon Hong Kong Time
Receive an HKPFS Reference Number
Apply directly to the selected university or universities, quoting the reference number and meeting their admission requirements

Interested applicants should first complete the online HKPFS Initial Application and obtain their reference number. They should then submit the required full PhD applications directly to their selected universities before the relevant deadlines.
