The Shanghai Government Scholarship (SGS) was established in 2006 to enhance the development of international student education in Shanghai and encourage more outstanding international students and scholars to attend higher education institutions in the city. It is divided into Type A (Full Scholarship) for Graduate levels and Type B (Partial Scholarship) for Undergraduate and Graduate levels.

Eligibility
Must be a non-Chinese citizen in good health
Must not be a registered student in Chinese universities at the time of application (or be a graduate of more than one year)
Undergraduate applicants: High school graduate, under 25 years old
Master's applicants: Bachelor's degree holder, under 35 years old
PhD applicants: Master's degree holder, under 40 years old
Must meet the language proficiency requirements of the host university
Must not be holding any other Chinese government scholarship
